Onewheel uses Vega or Hoosier kart-tires. The wear and tear on the tires is depending on the way you use it. If you ride more pavement then grass you tires will wear down faster.
Yes, the Onewheel build by Future Motion can withstand some water splashes but water damage is not covered by the default warranty given out by Onewheel, Future Motion or Fatdaddy.
